3. Trimester.

Course description:

Urban-regional transformation and state re-scaling: The city region and Macrometropolis as emerging scale. Urban, metropolitan and regional governance: institutional arrangements and interinstitutional cooperation processes. Democracy and the political in urban-regional planning and governance. Integrated sustainability approaches. Governance, planning and environmental policies: climate change and environmental risks; environmental sanitation (solid waste, water, sewage, drainage); ecosystem services; energy.

Ementa:

Transformações urbano-regionais e o reescalonamento do Estado. A macrometrópole e cidade região como escala emergente. Governança urbana, metropolitana e regional: arranjos institucionais e processos de articulação. Democracia e política no planejamento e governança urbano-regional. Abordagens integradas de sustentabilidade. Governança, planejamento e políticas ambientais: mudanças climáticas e riscos ambientais, saneamento ambiental (resíduos sólidos, água e esgoto, drenagem), serviços ecossistêmicos, energia.

Third Saturday (20/10):

  • Integrative sustainability approaches for understanding the macro metropolitan challenge: ecosystems, nexus, interdisciplinarity, intersectoriality; ecological footprint (Leandro Luiz Giatti e Vanessa Empinotti)
  • Environmental governance and Environmental policies/challenges (Jutta Gutberlet & Pedro Jacobi)
  • Climate change: a transversal challenge for the Macrometropolis (Pedro Jacobi)

Fourth Saturday (10/11):

  • Student presentations of basic structure for course/research papers
  • Contribution of the course for the research project “Environmental Governance of the ABC Macrometropolis in view of climate variability”
  • Future challenges

Proposal for basic didactic concept:

  • Three blocks:
  1. theoretical fundamentals – traditional lectures by Professors including discussions (at least one obligatory article for each topic; two complementary articles) – first 3 Saturdays.
  2. Morning: traditional lectures + discussions (1 hora/topic); Afternoon: Student’s presentations related to the topics presented in the morning (each topic, one hour, including discussion) (at least one obligatory article related to the morning presentation; two complementary articles as central references for the students’ seminars); can be single students or groups of students, depending on number of students matriculated.
  3. Presentation of final papers and final exchange of ideas about publication possibilities/strategies and relevance of the course for the Macrometropolis Project.
  • Students’ course/research paper: Taking the two papers previously selected as the basis, the papers should consider the literature of block I, analysing the relevance of the theoretical discussions for the specific environmental policy/challenge selected, and reflecting about the specific relevance of the topic for the São Paulo Macrometropolis.
